The hard cap is 400 units per second. Base speed out of combat is 300ish, in combat 200ish. Speed boosts don't stack; the greatest one always takes effect, so a Signet of Air will be overwritten by Swiftness. Considering you can learn ALL skills/traits and have 400+ hero points left over, reseting skills and traits is not needed. This was it clearly communicated in May I guess, wheb this thread was made. So once again just so everyone unaware can read this: you get far more hero points than you can ever spend on skills/traits. Expansion hero points grant 10 points each. There are 40HP x 10 in HoT ( +400 ), 29HPx10 in PoF ( +290 ), 31x10HPs in EoD ( +310 ) so unless you did absolutely nothing in the core open world, 1 HoT Hero Point Train should get you close to 2 elite specs completed, and just casually playing through PoF and EoD maps will finish off the third one.
